User Management Permission for Audience Managers

Important:

This feature is currently in preview while we continue to refine Structures & Audiences. It's available in staging, but isn't enabled in production by default. If you'd like to enable it for your organisation, contact your Account Director.

Structure and Audience Managers can be granted a User Management permission that lets them create, suspend, and edit users, but only within the audiences they manage. This decentralises routine user administration to the managers closest to the learners, without granting them full Super Admin access.

Audience Managers with this permission can:

  • Access and manage users within their assigned audience.

  • Create new Learner accounts.

  • Suspend existing users in their audience.

  • Edit user profile information.

Note:

Audience Managers with this permission can only create Learner accounts. Creating Learning Admin or Super Admin accounts remains Super Admin-exclusive and can’t be granted at the Audience Manager level.

Enabling User Management for Audience Managers

  1. On the Thrive menu, go to Manage > Structures & Audiences.

  2. Select the relevant audience.

  3. Go to the Permissions tab.

  4. Under Audience manager, find the user you want to assign.

  5. From the Select permissions dropdown, go to Audience manager and select User Management.

  6. Click Save changes.

Once enabled, the Audience Manager will see a new Users option under Manage on their Thrive menu.

What Audience Managers Can Do With this Permission

Selecting Manage > Users shows a scoped version of the Manage Users screen, filtered to only the users within the manager's assigned audience. Users outside that scope don't appear in the table at all.

From this screen, Audience Managers can:

  • Create new user: Opens a form to manually add a single Learner account, including profile details such as First name, Last name, Bio, Email, login method, Ref, Timezone, and Language.

    Note:

    Because profile fields can be set to any value when creating a user, the new account may not qualify for the audience the Audience Manager manages. When this happens, the Audience Manager loses the ability to view or edit the user immediately after creating them.

  • Suspend: Temporarily blocks a user in their audience from logging in.

  • Edit: Modify a user's profile details.

Note:

The Upload option isn't available to Audience Managers with this permission. Bulk user creation via CSV import can create Super Admin accounts, so it remains Super Admin-only. Audience Managers create users one at a time.

Important Considerations

  • Scope is enforced, not just hidden: Users outside an Audience Manager's assigned audience are inaccessible, not simply filtered from view.

  • Learner-only creation is a hard limit: This cannot be overridden by configuration at the Audience Manager level.

  • Only Super Admins can grant or revoke this permission: There's no self-serve way for an Audience Manager to extend their own access.

  • Not available for API-managed audiences: Since these audiences are managed entirely through the API, this permission has no effect on them.

  • Field visibility and requirements are configurable: Admins can control which fields appear on the Create User form, and mark specific fields as required, from Configure > User Attributes. For more information, see User Attributes.
